The range of publications that receives the public lending remunerations for visual artists varies annually depending on lendings. The public lending remunerations for visual artists apply to books that have been lent the most: the remunerations are distributed to the 50,000 publications that have been lent the most. The amount of remunerations for an individual book is determined based on the number of times it has been lent and the image factor per library category.
The public lending remunerations are based on the Copyright Act, according to which the author is entitled to compensation for the lending of their works. The remunerations paid to the authors by the Ministry of Education and Culture are distributed for the lending at public libraries maintained by municipalities and university libraries.
Kopiosto, Sanasto and Teosto are in charge of the public lending remunerations for authors of visual arts and photography, authors of literary works and authors of musical works, respectively.
