Kirsi Salmela (Master of Laws with court training) has worked at Kopiosto for 19 years and will become our Director of Legal Affairs on 1 February 2022. Prior to her position as Director of Legal Affairs, she worked at Kopiosto as Licensing Manager and Lawyer.
In her work as Licensing Manager, Salmela has prepared and negotiated copyright agreements, developed the licensing system and licence solutions, planned Kopiosto’s research activities and produced the gamified Kopiraittila copyright material for teaching professionals. She also has long experience in providing copyright training in Kopiosto’s free educational institution training programmes. Before Kopiosto, she worked for several years in a law firm and underwent court training in a district court.
“For me, it is important that I get to improve the status of authors and copyright holders of the creative industries in my work. It is great that, as Director of Legal Affairs, I get to arrange and develop Kopiosto’s legal services, together with our highly skilled legal team,” says Salmela.

Kirsi’s solid experience and networks play a particularly important role now that the EU’s Directive on Copyright in the Digital Single Market is being implemented into Finnish law and we are engaged in active advocacy work,” says Kopiosto’s CEO Valtteri Niiranen.
Kopiosto’s long-serving Director of Legal Affairs and Deputy Managing Director Jukka-Pekka Timonen will leave his positions due to retirement on 28 February 2022. “Copyrights are a legal field which is strongly linked to the development of media technology, which has advanced at a rapid pace over the years. I have worked with Kirsi Salmela for a long time and I can say that she can definitely meet the challenges related to changes,” says Timonen.
Matias Anttonen appointed Licensing Manager, Maria Bregenhøj takes up the position of Director of Communications
At the beginning of February, Matias Anttonen (MBA), who has worked at Kopiosto since 2011, will take up Salmela’s previous role as Licensing Manager. Anttonen, who currently holds the position of Development Manager, has been involved in Kopiosto’s business development projects and prepared licensing models.
Maria Bregenhøj (Master of Social Sciences), who currently holds the position of Communications Manager, will become Kopiosto’s Director of Communications on 1 February. In addition to the communications and assistant teams, she will also lead the research team in the future.
