You can register as a visual artist of books that you have authored in the public lending right scheme service. The service lists the books that are receiving remunerations at any given time, and you can register as a visual artist of those books only. Currently, remunerations are available for the lending years 2020–2023. If your book was published later than 2023, you will not find it in the public lending right scheme service.
The service allows you to view and update your customer information. In addition to your personal information, we will need your valid tax card in order to pay remunerations. The service will also show you a list of the books for which you are registered as a remuneration recipient, as well as calculations of the remunerations paid to you.
The remunerations payable for each year are available for three years of their allocation. The minimum amount of remunerations to be paid out is EUR 10.
In Finland, the management and payment of public lending remunerations and remunerations for the library use of e-materials is divided between three copyright organisations. Kopiosto pays public lending remunerations and remunerations for the library use of e-materials to authors of visual and photographic works. We also pay remunerations for the library use of e-materials to narrators of audiobooks. Sanasto pays public lending remunerations to authors of literary works and Teosto to authors of musical works. These organisations agree on the distribution of remunerations between each other.
The distribution of the remunerations paid by the Ministry of Education and Culture to authors is based on the lending statistics of public libraries, university libraries and the national E-library. The appropriation allocated for public lending remunerations is specified annually in the state budget.
According to the law, the author is entitled to remunerations for the lending of their works to the public. Public lending remunerations apply to copyrighted material contained in books, audiobooks, music recordings and sheet music publications lent out by public libraries and university libraries. Public lending remunerations are distributed to text, image and music authors from the EEA.
With the amendment of the Copyright Act in 2024, remunerations will also be paid for the library use of e-books and e-audiobooks in the collections of public libraries and university libraries. Remunerations will be paid for e-books and e-audiobooks that are available to library users for a limited period of time. Visual artists will be paid remunerations for their images included in e-books and e-audiobooks, including book covers.
An expert group of copyright holders’ representatives guides and develops the distribution of remunerations to visual artists in cooperation with Kopiosto. The following Kopiosto member organisations from the field of visual arts are represented in the visual artist public lending remuneration working group: Finnfoto, Freelance Media Workers’ Association (FOT) / Freelance Graphic Artists, Grafia, Kuvasto, Finnish Illustration Association and Finnish Comics Professionals.
