Last year, Kopiosto paid EUR 48.5 million in copyright remunerations to copyright holders both directly and through the organisations that represent them. The remunerations were collected from the copying and use licences for television programmes and publications sold by Kopiosto to educational institutions, public administration and businesses. In addition to this, Kopiosto distributes compensation for private copying to the authors of audiovisual works and performing artists, public lending remunerations to visual artists and remunerations for the library use of e-materials to audiobook narrators from the appropriations based on the state budget.
AVEK Audiovisual Centre, which is a part of Kopiosto, distributed a total of EUR 1.7 million to Finnish audiovisual culture and creative industries in 2025. AVEK’s funds primarily originate from the compensation for private copying paid from the state budget, which was halved in 2025. AVEK also supports the creative industries with the DigiDemo and CreaDemo appropriations and the Mediarata special appropriation granted by the Ministry of Education and Culture.
EUR 24 million paid to the copyright holders of audiovisual works
In 2025, Kopiosto paid EUR 24 million to authors of television programmes, performing artists and other copyright holders.
Of this amount, EUR 11.6 million was paid as personal remunerations. These remunerations have been collected from online recording services of TV programmes, the use of works for teaching purposes, the compensation for private copying, and other uses of audiovisual works.
A total of EUR 0.2 million was also paid collectively to Kopiosto’s member organisations as remunerations for online recording services. The member organisations distribute these remunerations to serve the interests of the authors in their respective fields.
The training fund KOURA was transferred EUR 0.4 million from the remunerations collected for the use of works for teaching purposes, to be distributed to authors and performing artists as various grants and awards.
A total of EUR 2.5 million of remunerations collected from online recording services were transferred to Teosto and Gramex to be paid to the copyright holders of musical works. The producers’ share, EUR 6.9 million, was transferred to APFI.
A total of EUR 2.4 million was paid to foreign broadcasting companies, producers and authors for the retransmission of foreign TV channels.
EUR 20.1 million paid to the authors and publishers of publications
In 2025, Kopiosto paid EUR 20.1 million to the authors and publishers of publications. These remunerations were collected for the copying and printing of texts, images and sheet music published in books, magazines, newspapers and online.
Kopiosto’s member organisations were paid EUR 17.5 million. A total of 26 Finnish organisations from different fields of culture and communications received remunerations. Organisations that represent authors will redistribute the majority of their remunerations as grants. Organisations representing publishers will redistribute most of the remunerations they receive to publishers as direct payments.
The member organisations also use the copying remunerations paid to them to fund many awards for culture and communication industries. These awards include, for example, the Finlandia awards for literature, the Nonfiction writers’ award, the Kritiikin kannukset award for creative or performing artist by the Finnish Critics’ Association, the Rudolf Koivu illustrator award, the Vuoden tiedelehti science journal award by the Finnish Association for Scholarly Publishing, and the J. A. Hollo award for best nonfiction translation.
Furthermore, Kopiosto paid EUR 2.6 million of remunerations collected for the copying of foreign materials to its foreign sister organisations.
EUR 2.6 million paid to visual artists as public lending remunerations – audiobook narrators remunerated for the first time
Kopiosto paid a total of EUR 2.6 million to visual artists as public lending remunerations in 2025. Kopiosto is responsible for the public lending remunerations paid to the authors of visual and photographic works for the public lending of their works.
For the first time, audiobook narrators were paid EUR 70,000 in remunerations for the library use of e-audiobooks. Kopiosto is responsible for distributing the remunerations to narrators and visual artists for the library use of e-materials.
