Kopiosto’s solutions: How can Finland become a model country for ethical AI?

Artificial intelligence has been, and continues to be, trained by using works by creative professionals without their permission or any compensation. Many large technology companies avoid negotiations and refuse to pay compensation to copyright holders. In Finland, too, AI is used to create deepfakes of well-known people, and it is not always possible to tell the difference between content generated by AI and that created by humans. How should we respond to these challenges?

What does responsible artificial intelligence entail?

  • Creative works must not be used to train generative AI without the permission of the copyright holders. Appropriate remuneration must be paid for the use of the works.
  • Developers of AI models must disclose openly which materials were used to train the models. Transparency builds trust and enables the enforcement of copyright.
  • The unauthorised use of a person’s likeness, voice and bearing in deepfakes generated by artificial intelligence must be prevented by legislation.
  • Content generated by artificial intelligence must be clearly labelled so that people know when it has been created or manipulated by artificial intelligence.
